An insured person who wishes to switch from one HMO to another can do so twice in the course of the 12 months from the day on which he/she registered at the previous HMO.
You may switch HMOs online through the website or at a post office branch(registration by mail incur fees, whose amount can be inquired with the post office).
The parent who added another address for his or her child at the Ministry of Interior, according to the procedure of the Authority of Population "Notifying an address for correspondence for minors", will receive a message from the National Insurance Institute at the time a transfer request to another HMO is submitted for his or her child. Dates of transfer between HMOs:
- Persons who have submitted their Request for Transfer form by November 15 will be registered with their new HMO, effective January 1.
- Persons who have submitted their Request for Transfer form by November 15 will be registered with their new HMO, effective January 1.
- Persons who have submitted their Request for Transfer form by January 15 will be registered with their new HMO, effective March 1.
- Persons who have submitted their Request for Transfer form by March 15 will be registered with their new HMO, effective May 1.
- Persons who have submitted their Request for Transfer form by May 15 will be registered with their new HMO, effective July 1.
- Persons who have submitted their Request for Transfer form by July 15 will be registered with their new HMO, effective September 1.
- Persons who have submitted their Request for Transfer form by September 15 will be registered with their new HMO, effective November 1.
Only in the following cases will the registration of residents will come into effect immediately so that they will be entitled at once to health services from the HMO with which they are registered or to which they have asked to switch:
a. Adults between the ages of 18 and 18 and a half.
b. New immigrants
c. Children between the ages of 0 and 6 months
d. Insured persons who are not members of any HMO (on condition that they are Israeli residentA person whose life is centered in Israel. Criteria for determining this include: Israel is your permanent place of residence, where your family resides, where your children go to school, your primary place of work, or where you are studying. s)
Cancellation of transfer
An insured person who has requested to switch to a different HMO and who wishes to cancel the transfer can do so by submitting a request for cancellation of transfer by means of the website or at a post office (registration cancellation by mail incur fees, whose amount can be inquired with the post office).
- The insured whose transfer is registered on January 1st, will be able to cancel the transfer until December 20.
- The insured whose transfer is registered on March 1st, will be able to cancel the transfer until February 20.
- The insured whose transfer is registered on May 1st, will be able to cancel the transfer until April 20.
- The insured whose transfer is registered on July 1st, will be able to cancel the transfer until June 20.
- The insured whose transfer is registered on September 1st, will be able to cancel the transfer until August 20.
- The insured whose transfer is registered on December 1st, will be able to cancel the transfer until November 20.
Please note:
- If you send in your request after the final date, you will not be able to cancel the transfer.
- A request for cancellation of registration can be submitted only in cases of transfer from one HMO to another.
Immediate transfer and transfer cancelation
An insured person can immediately switch to another HMO or cancel a transfer to a HMO, in following instances:
- Relocation: those who moved into a new home located more than 60 km away from their previous place of residence, where their affiliated HMO has no branch nearby, may request immediate transfer to a new HMO close to his new home.
- Medical ground: when someone carried out a transfer to a new HMO and the transfer cancelation deadline has already passed, yet for a medical reason, that person needs to cancel the transfer.
The request must be sent to the Commission Admissibility to the State Health Insurance Law, at the Health Ministry, using an online request form.

The Commission's decision will be sent to the insured, and a copy of the decision transferred to Health Registry of the National Insurance, to execute the decision.
